The Auburn City Council is scheduled to vote Thursday on two agenda items related to parking garage improvements.

One ordinance is asking councilors to allow the city to borrow $950,000 for engineering and construction work on the structure. A separate resolution would award a contract of $100,500 to Stopen Engineering, who would provide engineering and design services for garage improvements.

City Manager Mark Palesh said Tuesday that there are a handful of areas in the garage needing work.

Loose stringers on the side of the building, rusty and dilapidated stairwells and some surface areas can all use the attention, Palesh said. However, the building in general is structurally sound.

“By in large, the parking garage is in pretty good shape,” Palesh said.

Located on Lincoln Street, the garage has 425 spaces. It serves visitors and employees in downtown Auburn. It costs $1.50 to park in the structure for the first two hours and $8.75 to park for more than seven hours during a single day.

The city council tabled the garage proposal last week after members of the council asked about the possibility of the Auburn Industrial Development Agency taking on the financing for the improvements. A garage was reportedly built in Ithaca after its IDA bonded to fund it.

According to a memo from the city planning department to the council, AIDA can only undertake the improvements if the garage is a commercial facility. AIDA would have to own the garage and could not lease it back to the city for use, according to the planning department.

Also on Thursday's agenda is a resolution on procedures to further prevent identity theft against people paying for city services using credit cards, as well as a presentation by planning officials on housing issues.

" Why do you have to spend 100,000 to figure out where to spend 1 million? If you already know whats wrong and that it will cost 1 million to fix it, then why do you need to spend the extra 100,000? Just seems like wasted money to me. "
