ALBANY, N.Y. - The New York Senate is returning for a special session ordered by Gov. David Paterson to end the two-week legislative stalemate in the chamber. But who will be in charge remains in doubt.
Paterson's agenda calls for action on continuing issues like bonding, municipal taxes and mayoral control of New York City schools.
While a Republican-led faction and the Democratic conference are still discussing a possible power-sharing arrangement, Republicans plan to gather an hour before the scheduled session Monday and take the gavel.
Democrats, who held a 32-30 majority most of this year, have been boycotting sessions when their opponents -- a dissident Democrat and 30 Republicans -- claimed to be in charge.
The Assembly has already adjourned after passing hundreds of bills.
