ALBANY -- Gov. David Paterson is taking heat from public employee unions for pay raises he's given his inner circle.
Paterson says the $250,000 in higher salaries for some staff is part of a net cut in executive chamber pay because he eliminated some jobs and cut executive branch spending 10 percent overall.
The comptroller says governor's office salaries are down almost $2 million since July and there are 18 fewer employees.
Public employee unions fighting Paterson's proposed budget says the raises sent the wrong signal when Paterson is proposing 3-percent salary cuts for unionized workers to avoid layoffs.
A union spokesman says it doesn't matter if overall spending is cut, it's the symbolism that matters.
The New York Post first reported the increases.

Say you have 5 people processing incoming applications for some State program. You lay off 3 of them. Each of the remaining workers now have to do the work of 2 1/2 people. Provided they don't have a break-down from too much work, they deserve to get a bit more pay. So, you tack on $1,500 a year extra for each -- and you are still saving huge amounts in terms of the salaries and benefits of the 3 positions you eliminated.
THINK and read more carefully before you have hysterics.
The Governor ELIMINATED jobs, and DECREASED the net amount being spent, and is APPROPRIATELY increasing the pay of those left behind with a bigger work load.
