Congress too afraid to impeach Bush, Cheney

Where, oh, where is a U.S. Congress with the spine to stop such likely outrageous behavior of Bush and Cheney with Bush doing a final pardon for all the criminal behavior of himself and his co-conspirators?
I told you so, I told you so. Given all else Bushco has done, why would he stop now? After all, he doesn't want his retirement threatened with criminal prosecution.
