Dates of Chinese New Year change with lunar cycles

I'm sorry to see that no one checks the facts on the articles in the paper. I read the Sunday, Dec. 28 article by Judy Vorreuter.
Sorry, Judy, Chinese New Year is 26 Jan. 2009 to 13 Feb. 2010. It has not been on Feb. 4 since the year 1992. (That was a Monkey year). The actual date of the New Year is based on lunar cycles.

This means it never falls exactly on the same date every year.
