NILES - A major subdivision moratorium in the town of Niles was extended Thursday night at the town board meeting.
The six-month extension passed unanimously to allow the comprehensive plan to be completed during the first quarter of 2009.
The extension will take the moratorium through May 7, 2009.
It originally went into effect June 7, 2007. No apparent projects are in the works contingent on the end of the moratorium, Town Supervisor Ricky Slagle said.
The board also reviewed bids for garbage service, which were reopened on Nov. 20, and decided to accept the low bid of Cassella Waste Management, Inc. for $181,500 compared to another bid by Fehr Waste Management Services for $200,538.
The town had both bidders rebid earlier offers that had surcharges attached and asked for a solid figure.
The town figured it saved about $28,000 over the earlier bid by Cassella of $171, 600 that had a 17 percent fuel surcharge attached.
The Cassella contract is just for one more year.
The town had been wrestling throughout the year with incomplete garbage pickups by Cassella as residents continued to complain.
One resident at Thursday's meeting still complained about garbage blowing out of the back of a truck on Monday.
“You can track these guys through the whole town,” he said.
The vehicle maintenance facility is in its last stages of construction.
The building frame is almost complete except for special order trim on the roof.
On Nov. 24, power was working on two poles, and in-floor heat was installed and pressure tested.
The mezzanine is finished and a quote on wood railings and stairs is expected.
The slab concrete floor is scheduled for next Tuesday. The building is expected to be completed by the end of December.
Slagle said the project will be on budget or below. The estimated cost of the project is $697,000.

€ Slagle met with Moravia, Locke, and Sempronius officials to look at combining for countywide assessments.
Slagle said, after looking at different scenarios, the only differences among them were implementation of costs.
He believed if the $50,000 study did a countywide inventory, it would be good, but said Niles has a totally different demographic composition from the other towns, that it is unique in bordering two lakes.
Slagle will meet with John Klink, Owasco town supervisor, to discuss the issue at the end of the month.
€ A discussion of increases in the permit schedule costs compiled by the code enforcement officer, who could not attend, met with some objections.
€ The franchise fee and surcharges for Time Warner Cable service were discussed.
Town attorney Andrew Fusco suggested waiting until a contract is presented before making decisions.
