Instead of focusing on "recovering missing tax money" why not focus on better spending of tax money - or lowering tax money. Stores would not be losing all their business to Lake Side if their products weren't over three times as expensive.

The garbage trucks could be hauled from New York City to Geneva on a train, and it would save money and environmental issues.
