Allow free parking downtown at lunchtime

Now that downtown is getting more fast food eateries and coffee shops, I have the following idea that might increase their business and others.
How about free parking in the business district from noon to 1 p.m. This would give the meter man an hour for lunch. No need to change the printouts on the meters. Let the merchants do the advertising for the city.

" You crazy! Two hour block from 11 to 1 is more reasonable with the merchants giving a free meal each half hour to encourage downtown business. NOW WE ARE TALKING REAL TURKEY AND A GOOD BUSINESS PRACTICE. "

" How expensive is the parking? Let the eateries deduct the price of parking from the diners bills? Ask the city to create a parking token or card program where a cafe patron gets a free parking token for his next visit. The city could sell the tokens to merchants at discount prices. All merchants should sign an agreement that they and their employees will only park in the parking garage and not in front of businesses before they can get discount tokens. "
