China should have equal number of votes in the IMF

China has 3.5 votes in the International Monetary Fund. The U.S. has 17 votes in the IMF, yet China contributes more money than the U.S. to the IMF.
China should have at least 17 votes in the IMF. Fair is fair. They give more money than we do.
