" There should be housing available for the homeless, poor and unemployed. Old hotels, industrial buildings, warehouses or even railcars should be converted to this purpose. They should not be fancy, just weatherproof and comfortable and indestructable. If the tenants can't afford rent, then they help with maintaining the building and grounds. They should be inspected regularly and those who don't clean or create damage be immediately evicted. If a city wants these facilities built in remote areas than transportation must be provided. Anyone that moves out to get into better living quarters and has left their apartment in good condition and rent up to date would get assistance with the security deposit for the new place. Housing is a more important entitlement than health care. If your housing is supplied you can afford health care and food.
