WEEDSPORT - The Brutus Town Council looked to plug a few leaks in its proposed budget as it discussed water districts.
Water District No. 2 has been leaking like a sieve as more than 1.2 million gallons of water have been registered over the past six months. The town is trying to narrow the field of possibilities and is investigating several possible sources of the leaks.
Kenyon Home Landing Mobile Home Park, located in Weedsport, is in that water district. Two trailer parks on the line account for 80 percent of that district's water consumption. Meters will be checked to see how they run after midnight. Leaky toilet tanks or faucets could be one source of the problem.
The pump house also has a chlorine sampler system that never stops flowing. The town is looking into whether it should be running that much.
Turbine meters also might be getting clogged with stones and sending out the wrong readings. Weekly readings will be taken to see if there are discrepancies.
Meanwhile, Water District No. 5 is moving along. The New York State Department of Transportation notified the town that its permit for work under Route 31 has been amended to include the Blue Heron Construction Co. as a co-permittee for Water District No. 5.
That district will connect to the Hidden Greens Estates building development. Concerns over placement of the meter pit, establishment of the water district, and when the district will actually connect to the water line remain unresolved.
Last month, the board unanimously resolved to act as co-applicant for work performed under Route 31. The state wouldn't issue the construction company a work permit because the town would eventually be the owner of the water district. Blue Heron (a subsidiary of We Care) will act as the co-applicant with the town as additional insured.
The DOT permit was necessary to install the water line under a state highway, and the town needed to install a line at Lippoldt Road under Route 31. Blue Heron will drill and install the line at no cost to the town and the town will be paid for any additional insurance needed.
Proposed Water District No. 7 will also be soon underway. The town has agreed with the Thruway Authority to place the water line under the Thruway. The laying of the pipeline will correspond with the construction project scheduled for the Thruway.
Councilman Jeffery Hinman attended a pre-construction meeting Sept. 24 and said only a little work would be done on the project in 2008.
“In 2009 and 2010, there will be full-blown construction,” Hinman said.
The pipe casing is scheduled to be laid in 2009. Hinman said it had to be put in beyond fiberoptic lines that are also going to be installed under the Thruway. The town is buying the pipe but still needs to get an estimate on how much it will cost to install.
The town council also discussed a new sewer district requested by Tudor & Jones Inc., a farm and garden machinery and equipment company on Route 31 in Weedsport. They were the only party needing the sewer line that said yes to the new district; Kinney's and Arby's, located nearby, voiced their support but already have a sewer line.
The town mulled on creating a new district just for Tudor & Jones and decided to research the cost to them and let them know before deciding.
Jim Hotaling, town supervisor, reminded the board that the village of Weedsport has agreed to provide the sewer, so the town has to agree to form a district.
In other news:
* The town board unanimously resolved to accept its proposed 2009 budget and proposed fire budget and set a public hearing.
* It also agreed to have the supervisor sign the application for Health Net Employer Group health insurance for town retirees at substantial savings to the town, about $19,700 per year. It would replace Medicare and be somewhat cheaper for the employees, too.
* The board unanimously resolved to show its support and continue to seek funding to retain stormwater control specialists who may lose their jobs in February due to state budget cuts.
