Kind driver stopped after our cat was hit by car

On Thursday Sept. 11, at noon, I received a call at work from my neighbor that my daughter's cat had been hit by a car on Route 90 south of Union Springs. The cat was still alive and I had taken her to the vet. She had to spend the night, but did very well and came home the next day. It appears she just had the wind knocked out of her. I would like to thank the women that stopped at my neighbor's to tell her the cat had been hit. You were very upset, and I thank you again for stopping. I hope you see this letter as we never asked your name.
The cat is doing very well. Thank you again.

"What must I do at the accident scene?
If you are in an accident, you are required by the NYS Vehicle and Traffic Law to stop and exchange information with the involved drivers. If the accident caused property damage only, then exchange information about your driver license, insurance, and registration with the involved drivers. If a parked vehicle or other property is damaged, or if a domestic animal is injured, you must locate the owner or contact the police."

Technically, I suppose, you can locate the owner OR contact the police, but the way the former is placed first, it seems to imply that you are to TRY to locate the owner first, and if you can't, THEN you must contact the police.

" Sorry FG,wrong interpretation of the law. You are required to report hitting a domestic animal, not to stop. Read the motor vehicle codes. Some people that can't locate the victim may not feel comfortable knocking on strange house's doors, especially late at night. "
