Proficient speakers needed in leadership positions

When communities are seeking a city manager, it's complicated and time-consuming. Which candidate is diversified and has experience? It's down to two individuals. Are they flawless?
Both individuals look good. One is articulate and a great motivated speaker. The other has mature years of experience and knows how it's done.

Here's the crux. If we were going to conduct seminars for Tupperware, or hard sell education, we would want a motivating speaker. As a community we need maturity in our leader.

Is our country leader less important?
