Wow, nice letter and totally expected, especially when written by an inmate's wife, Joyce Hackett Smith-Moore. It sounds more like bitterness, than money consciousness.
Instead, ask the loved ones of the correctional officers if it's truly a 2 to 1 ratio when their spouse comes home - battered and beaten, or covered in urine and feces and degraded again. True, it might be a 2 to 1 ratio, if you consider statewide stats, covering all shifts every day in every jail. But I know in a lot of jails, it is very, very common to have one supervisor and hopefully at least three or four officers covering a yard full of 300 to 600 convicted murderers and child molesters. In any school, that doesn't equal 2 to 1.
Don't get me wrong. Is money wasted in the Department of Correctional Services? There probably is some, like taking inmates out on court trips for being denied a bigger piece of chicken. But I bet there is no more wasted than any other state agency.
But how do you put a price on the head of a civil servant willing to put his life on the line, working the worst job in the state behind the walls with convicted murderers in the worst atmosphere anyone can encounter?

I cannot imagine encountering 1/4 of the stories I have heard --let alone WORK in there, seeing and dealing with so much more on a daily basis year after year!
with crime stats rising, the last place for cuts is at a jail or in a state prison. "
