Why do garbage trucks run their engines at dump?

There is a condition in the Auburn dump which I find strange.
Two garbage trucks are allowed to run their engines eight hours per day. At more than $5 per gallon it doesn't make sense.

Do the starters only work at 7 a.m.?

" If they are diesel trucks the fuel used to reheat the glowhead in the engine can make constant restarting bad for fuel comsumption. Maybe the city can hire experts to do a survey for a few thousand dollars so that we can save some fuel. "
