The street maintenance department in Auburn does not do a very good job.

Maybe old people have relatives who do have a computer, and so that's the way the old people got their Two Cents in.

If you want to commit a white-collar crime robbing the taxpayers, do it in Owasco and make sure you are a registered Democrat and Supervisor John Klink will stick up for you no matter what you do. If you want to commit a violent crime do it in Auburn and make sure you are a registered Democrat and Auburn judges will give you a slap on the wrist.
