The incentive of which I was thinking was that if you buy the old house and fix it up you won't be penalized for making it better. The way things stand now, if you fix it up, you have to pay more taxes because it's worth more -- where's the incentive in that?
Or you're just an average joe, who struggled at first with your mortgage payments, but as time has gone by, your income has increased a bit, but your house is starting to look shabby from your years of scrimping and needs some maintenance and improvements. But if you fix up your house, your taxes will go up and you'll be back to scrimping -- I've seen this happen, that people just leave their houses looking crappy, particularly on the outside, to prevent their assessment going up. So, you get neighborhoods full of half-maintained houses.
If there were no tax penalty for making a house nicer, maybe more people would do it when they reached a point in their lives when they could afford it.
I see your point about the unfairness of asking one person to pay more for the same thing, so I am thinking it through again.
Maybe both factors (value of home and income of owner) could be taken into consideration to make a more balanced approach?
The jury is still out for me on this one, so I will continue to listen and consider.
As for those without children paying school taxes -- that's because we ALL have a vested interest in having an educated citizenry; those children will be the ones running our world in the future. They will be the people driving the same roads with us, so we hope they had Drivers Ed. They will be our next door neighbors and bank tellers and police officers and mayors and congresspersons.
Parents are the persons primarily responsible for raising children, but the children they raise will affect all of our lives as time goes by, so it behooves us to support parents in making sure their children are indeed raised well.
And there can be no argument that an educated voting population is a plus for any country. "

What incentive would it be for someone whose income is considerable and has purchased two old vics in need of major rehab really cheap? We have sunk tens of k's in these homes - only to sell one d/t family issue. Not doing as an income thing but rather for the luv of these georgeous homes - feel like the keepers of them. Because of such frugal beginnings we still pick up disgarded pennies on the ground. If I had a mill, I would still clip coupons - just programmed that way. It used to be assessments were raised do to remodeling of ones home.
But most stopped getting permits-so for the city to recoup their losses a person behind a desk decides "hey up the rate 1-3-10%"!!
BAD (for taxpayer/buyer) when one really hasn't done upgrades.
GOOD for sellers!
The other reason for upping the assessments is someone builds a high-priced home on your street..the city believes that's a given rate increase!
Taxpayer has no say.
This just thing happened in our neighborhood. End of the street, a wooded plot 1 acre, was turned into 4 plots/homes.
1/4 acre was sold for 100grand (land only)--the other 3 lots have a "path" to the river=Riverfront property==250grand per lot (land only).
each built a home-150grand +..so since we have nearly 1/2 million dollar valued homes--our assessments up to 1/2 mile away went thru the roof!
Mine alone jumped 85grand!!!???? The homes that actually do sit on the river ( 1 block from me) practically doubled.
neighbors and I had NO SAY!
Yes that's great if I had plans to sell. But I don't and neither do any of the neighbors 1/2 mile surrounding me
(except bull farm man) who is asking for 4 million for 6 acres.
Another wooded plot 1 block away is in development, 3 again have a "path" to the river. We all see it coming--more raised assessments and TAXES! "

Karl, I'm anxious to hear some reports about Zimbabwe. I would guess whether or not we go in there would have something to do with any of the following:

Common sense comes from good parenting and personal experience. It entails a grasping of the way things work, in contemporary settings as well as in situations that may "trip" your instinct that something's askew; again, this comes from either the experience of having had a negative experience similar to that pending, or being told of one, from which one draws the vicarious experience.
An individual who has common sense can only hope to improve his intelligence by book reading/study.
I find your last few sentences there about "book smart vs common sense" to be completely unsupportable, and really, laughable. It is honestly sad that you see something irreconcilable between the two--are you REALLY that intimidated by people who have a modicum of intelligence above that with which you feel you can compete? Do you really feel the need to denigrate that? Why not let it inspire you to educate yourself more, without trying to condemn what might be within your grasp? "

it was the EX's kids that I watched while she worked yesterday.
I "tough loved" him once, he needed to learn the hard way. AND did!
I can handle a messy bedroom, but when bugs start arriving I tend to go nuts!
Video games are the craze, but even with my 9yr old--homework,reading, and feeding her zoo of pets comes first! They are never allowed at dinnertime!
(by the way-she just passed 3rd grade with straight A's)
Reality is with responsible kids-like him now-all your teens ideas change when you HAVE your own! All that you thought was SO important seems trivial in your 20's.--they just don't see that from 16-18, which I didn't either!
As KING stated earlier, a lot of 2 daddy's around-same with mommies, But if these young adults with kids don't face up to their responsibilities and get on the same page with raising them, there will be chaos!
I am glad my son sees that fact, and when issues arise instead of being childish, Parent to Parent meetings take place.

2. book smart
rarely is there a combination of the two.
Book smart aids one in life by "thinking" they know it all because it was written.
Common sense people are more goal orientated. The majority are also the 1st born child. They do not need a book to get thru life, they "put words into actions".
