Weedsport developer presents revised plans

WEEDSPORT - Village Heights is being groomed for construction this summer in the village of Weedsport.
The Kyle Croft NY LLC developer Peter Kyle was among those presenting a surveyor's map to the joint planning board of the Village of Weedsport and the Town of Brutus for his planned subdivision at a Wednesday night meeting. Kyle asked the board to review and accept a map including an additional 26 acres to his Village Heights subdivision plan.

The revised map was drawn to correct a previous mistake on a map earlier submitted. The subdivision is on Hamilton Road and it divides a small portion of an adjacent farm to provide collateral for the bank, according to Kyle.

The joint planning board also reviewed the SEQR application and determined that there was no negative environmental impact.

The village preconstruction meeting for the subdivision took place in November. The developer's engineer is TDK Engineering, P.C. and project manager is Jason Kantak

Contractor Paul Vitale Inc. was scheduled to install erosion control measures and began stripping topsoil and earthwork on the site, beginning with the installation of sanitary sewer lines, watermains, and storm sewers.

“The rough grading and protective drainage has been completed,” Kyle said. “We will begin utilities installation next,” he said, “but that is weather dependent.”

Utilties need stakeouts prior to excavation, with test excavations completed to determine size and location of existing utilities.

Kyle said the development will be getting its water from Cayuga County.

Village Heights was designed by Steve Buechner, who also was a designer for Radisson, in Baldwinsville. Buechner is now associated with Barton & Loguidice.

Kyle said he hopes the site is ready for home construction by July or August. Thirty-four houses, averaging $190,000 to $240,000, will eventually be built on the 15.9 acres in the village ranging from 1,300 to 1,400-square-feet each, although there is no official limit.

Thunderbird Homes of Ithaca will build “panelized” homes on the site, which means the basic unfinished framed sections of the home will be built and transported to the site. The houses are expected to be somewhat green, with bamboo or cork flooring where desired.

“It takes about 60 days to build one of these houses from start to finish,” Kyle said. He described a number of single-story patio homes on the first row closest to the rise behind older homes that are already on Hamilton Road.

Some of the homes will be designed to take advantage of the sloping nature of the lot, with walkout basements.

“We are concerned for the neighbors,” he said, “not wanting to visually impact the established area,”

Kyle said there are 150 designs from which potential buyers can choose, among them two-story homes in another area of the project.

“We are retaining architectural review on all lots,” he said.

The development will be clustered so that residents will have open space behind houses that they can enjoy. Twenty-six percent of the development in the Village Heights will be open space. Kyle envisages eventually having a walking trail to the village from the development as well.

“We've had a lot of interest from people that grew up here,” Kyle said of potential buyers. “There are young families who want their kids to go to Weedsport schools.”

He said there are many families in Weedsport who are dual commuters.

“It's going to be an asset to the community,” he said.

The joint planning board also considered preliminary maps presented by Case and James Marshall for a subdivision involving turning three lots into two on the Brew Street Extension and a subdivision for Ben Poorman to build two houses on Route 34 and Tanner Road. These applicants were advised to have a formal surveyor's map drawn and submitted at the next planning board meeting.
