" "Pioneer Restaurant owners John Ryan, Mark Bachman, and Gregory Rigby, of RyBach & Rig Properties, LLC, essentially maintain that they complied with the town's building code and that the code enforcement officer made three decisions not supported by town ordinances: the requirement to have a site plan, approval by the ZBA for outdoor seating and a drive-up window as non-conforming use, and whether or not the restaurant lost its non-conforming use status.

After asking the board if anyone needed information or evidence based on what was presented at the last meeting, Lent wanted clarification on the percentage of increase in the current size of the Pioneer building, compared to its original size.

He wanted to determine if the 50 percent maximum requirement for non-conforming use had been exceeded."

This is what it is all about. Way to go. No wonder everyone leaves this place. I ate at the Pioneer alot growing up and had family work there. It is about time they fixed up something that can be used to bring money in to the county. Too bad the local Gov't wants to slow it down. Probably just long enough to fins someway to get money out of it. "

" Last I heard, the dispute was whether or not they could have a pick-up window. "

" This is why people move out of Cayuga County and spend their monies in other counties. We've destroyed downtown already, shall we just work our way through the county and make things difficult for all. They have upgraded the building, it looks fantastic! But every move they make they are stopped by people who can't deal with the improvements these people have made. So do we let them provide us with a service that will be enjoyable or do we block them and have them go elsewhere? Which will be our loss.

" It is ridiculous that people who want to better a community have a road block put up in front of them. Let the people open the Pioneer. It looks alot better than the old building. I drive pass it every day. "

" So the place was "Renovated to include some expanded use, with the issue of non-conforming use coming into play." And this means?? Are they planning to have strippers?? Is it extended area for Banquet use?? Maybe Mud Wrestling?? What is the non-conforming use going to be???? "

" zoning laws are in place to protect the character of a community and the people who have invested to live there-

Just because you have a lot of money to invest, it doesn't make you above the rules. You still have to conform to the laws that are in place. "

" This is a crock. These guys have invested large somes of money to improve this delipated property. This will be a first class operation. Typical red tape, I bet they are sorry they even started this. the neighbors should be thrilled that this has been cleaned up. Let them open soon. "
