AUBURN - A proposed capital plan for Cayuga County buildings is on hold for a while.
The roughly $60 million, five-year plan was unveiled with the 2008 budget in November. The document provided a potential outline for legislators to follow through 2013 and suggested ways they might pay for improvements.
A resolution to set a public hearing on the capital plan made it through committee, but was pulled from the January agenda for the full Legislature.
“Each individual committee is looking at their respective section,” said Legislature Chairman Roger Mills, R-Owasco, adding he'd like to see the plan return to the floor as soon as possible.
The outline prioritizes projects for each department over the five-year period. The plan proposed by County Manager Wayne Allen also recommends payment options such as borrowing for larger projects and using unexpended fund balance for smaller items.
Creating space for the Community Mental Health Clinic is a major reason for the delay, Mills said. Allen spent months working with department heads on their lists, so the current possibility of moving mental health services to Auburn Memorial Hospital was not on the table at the time.
While lawmakers sort that project out, government committees will be taking a closer look at all the priorities.
“We want to get some sort of five-year investment plan started,” Mills said.
The county does not currently have a plan in place. The non-binding document can be altered after its adopted by the Legislature, Allen said previously.
