APD vehicle boot, a good idea turned bad

When I read in the paper about the vehicle boot, I thought now there's a good idea. Alas, no. I had not read anything about giving people more time to pay their bill.
If you owed the money for a couple of years, and you were not making plans to pay it, then you had no intention of paying. Let's use this to get taxpayers money back.

Please don't play games!
