Auburn City Council to explore tougher dog ordinance

Howard Street residents may find a pending dog ordinance to be the answer to their prayers, but city officials know gratitude may not by the only reaction the proposal will create.
Corporation Counsel John Rossi recognizes giving the city more control over dogs is a volatile subject. He thinks people will react to this proposal because it will change the way people have to handle their own dogs, but also because owners of the two singled out breeds, Dobermans and pit bulls, may also complain about the measure.

The Auburn City Council will review a proposal Thursday that addresses prolonged barking, imposes a lease law, and requires cages, fences or other constraints for animals identified as violent. The council will review the concept this week and possibly make changes.

Frequent complaints, such as those from neighbors on Howard Street, and two vicious dog attacks on pets have caused the city to draft an animal control ordinance.

"The ordinance had to be updated and modernized. There were amendments over the years, but we needed an overhaul," Rossi said.

" i have no problem with having a law where people are responsible for there own pets, its the way it should be. im sick of BAD owners giving certain dogs a bad name as well as the other annoyances. i say yes to a leash law,yes to picking up after your dog but iam really concerned with the other proposals.its NOT rite to point your finger at 1 breed. in EVERY case of bad dog situation regardless of breed it comes back to the owner.plain and simple. "

" ctbt03 is absolutely correct. If the Dog Warden has too much work, then we need more than one. Animals should not be abused any more than children, wives or anyone else -- if it takes more personnel to enforce it, then so be it. An ordinance is only any good if it is enforced. The ordinance should also start with the welfare of animals as well as people. If a dog is chained out and barking all the time, it is seriously unhealthy for the DOG as well as annoying to neighbors. Leaving a dog tied out too much leads to Chained Dog Syndrome, creating psychologically unhealthy and potentially dangerous animals -- and it's just plain cruel besides. I wish I could have gotten the Dog Warden to come out to deal with this issue the many times I called, but he never did. Yes, people should have to scoop up after their dogs -- punish people who don't -- but the answer is not to keep dogs chained up all the time either. Before you get a dog, be sure you have the time and space to keep one in a healthy way. "

" There are dogs on Elizabeth Street and Steel Street that bark constantly as well. I have called the dog warden and he never returned my calls. He obviously needs more help. In the past he responded right away but now forget it. I also called the code office and the police department. There was a dog on Elizabeth Street that barked for 4 hours straight and I called more then once and nothing was done. It was below 0 and the dog was outside in that cold. They should have their dogs taken away. I have two dogs and they are like family. They sleep and play in a nice fenced in yard and stay indoors unless we are outside with them and we both work full time jobs and go home at lunch to take care of them. We are lucky to live close by our jobs but only responsible people should have pets. "

" I hate to say this, but there is one dog warden for the whole of Cayuga County. Just one. Oh he has help from his daughter of course but good luck getting ahold of him. He's not that most punctual of people, especially if he's got to travel from one part of the county to the other. "

" A dog ordinance is just the beginning. What are people thinking? Oh I do not mind the noise/smell/mess that my dog makes, no one else should either. Well it is a problem. It is filthy and nasty for people to just let their dogs "go" any place, there basically is NO law in Auburn for owners and their dogs. I personally have called the Dog Warden in Auburn NUMEROUS times (as well as code enforcement) and I am always either told that I will be called back..(and Never am) or that the responsibility rests on the shoulders of the Finger Lakes SPCA, which is only open on certain, few days of the week. Yeah MAYBE it IS time to "reconsider" our current, outdated restrictions and regualtions. It is no longer acceptable for us as human beings to allow this intolerable behavior to continue further. "
