County residents should pay attention to budget

Tuesday, November 27, 2007 10:26 AM EST

Cayuga County taxes will have increased by 93.4 percent during the last nine years if the 2008 $136,423,428 budget is passed.
The Consumer Price Index has gone up by about 24 percent during this same time frame.

So this is what the GOP leadership calls fiscal responsibility, eh?

In 2006 and 2007, the county kicked in $2.1 and $2.6 million, respectively, from the “unappropriated fund balance” to lower our tax levy.

However, for 2008, the county is kicking in only $1.7 million, which will leave a fund balance of $18 million. (County Manager Wayne Allen Nov. 19 meeting at BOCES)

Last year, the county said that there was going to be $10 million left in this “slush” fund.

So where did this additional $8 million come from?

It came from you, Mr. and Mrs. Taxpayer, by collecting more in property and sales taxes than required and because of the high gas prices.

The county overtaxed us in previous years and the majority of the money in this fund balance account is ours and should be returned to us by kicking in - at a minimum - an additional $3 million to lessen our tax levy and thereby giving us a tax decrease instead of a 5.7 percent increase.

This will still leave $15 million (11 percent) in their unappropriated “slush” fund balance.

It's one thing to plan for a rainy day by having an emergency fund, but it#'s another to assume we're going to have a tsunami in Cayuga County.

For 2007 and 2008, they budgeted an increase of only $400,000 in additional sales tax each year, which was highly unrealistic, in light of the new stores such as Home Depot, Kohl's, etc.

And there will be four or more new big businesses this and next year - and that's just in Aurelius.

As proof of the pudding, in 2006 they collected $17.8 million in actual sales tax and estimate to collect $19 million in 2007.

Both of these numbers are millions over their low ball estimates.

To add insult to injury, they want to remove the cap on gasoline tax so that they can collect an additional $325,000 from us.

More unnecessary taxation.

Maybe if the people call their Legislators ahead of their Dec. 18 final meeting and voice their outrage, they will take some positive action.

At least we should try because the status quo of us and others speaking at their budget hearings, just isn't working.

" Bill, I think if we took a more realistic look at the numbers we would have to admit that the inflation rate has been more in the range of 7-8% each year over the last several years. If you then use the rule of 72 then you could surmise that things would double in the span of 8 or 9 years, so I'm not so certain that a 94% increase is that far out of line. No one seems to want to notice the true rate of inflation, except for governments at the local level. I'm not saying that there isn't room for going over their budget with a fine tooth comb, but it seems to me that 94% may not be that unreasonable after all. I just wish people would notice that huge elephant in the room that is called the CPI. "

" The county budget is less than most large city school budgets, when they don't plow your road because they are saving money remember that you wanted them to cut services -this affects you directly, and you stand inline at the clerks office waiting for an hour to renew something remember you wanted it this way!! " Dear AJ, I agree with you that the way they calculate the CPI is out of whack but even if it's off by 50%, which would give us 36% instead of the 24%, don't you think that the county is still way out of line with their 93.4%? And what did we taxpayers get for this additional 57.4% growth? Not a thing, as far I as can determine. We really need to move on to the more immediate and pressing issues that can help us local taxpayers right now without beating the CPI to death and that is to determine: 1 - why the county wants an ever growing slush fund of $18 million, which is 13.2% of their proposed budget? That's rediculous. If they're going to carry this huge 13.2% or more slush fund balance, why do we need a County Manager or a Chairman? Just put the county on Automatic Pilot and let 'er rip. They need to return some of this - at least another $3 million - to us and do it NOW! and 2 - Why is county low-balling the sales tax collections year after year? Be realistic with this sales tax estimate and our local taxes won't be so astronomical. PLEASE CALL YOUR LEGISLATOR AND LET HIM/HER KNOW YOUR FEELINGS ABOUT THESE ISSUES AND TELL 'EM YOU WANT A TAX DECREASE BY ALLOCATING ANOTHER $3 MILLION FROM THE FUND BALANCE TOWARDS OUR TAX LEVY. "

" Balyscak is back. Where have you been hiding Bill? You should make another attempt at getting elected to the County legislature and see what you are capable of changing. It is never to early to start the campaign. "

" Unfortunately, the CPI is a load of crap. It does not track the cost of living well at all, and has been horribly manipulated by the current administration. Two of the largest expenditures, food and energy, are no longer factored in. So when we look at these budget increases, we need to be reminded of this. The declining value of the dollar is also a major contributor. It's falling faster each week it seems. So Bill, please take these factors into account. "
