Vrooman is wrong and Owasco audit proves it

Owasco Republican committeewoman Lonna Vrooman's letter to the editor (10/17/07) concerning the 2006 Cuddy and Ward Audit is written to confuse Owasco residents.
It is shocking to me that an individual such as Ms. Vrooman, an employee of the town, appointed by former Supervisor Badman, would either by virtue of intention or ignorance interpret the very same document available to the public and town officials in a manner to portray her partisan politics.

Try as Ms. Vrooman may to muddle this issue, the fact is that prior to Jan. 1, 2006, the Town of Owasco never received an audit as devastating and embarrassing as the 2006 review reported by Cuddy and Ward.

The audit identified 19 examples of the incompetence of the previous administration. Included in the review were reports of fundamental accounting errors.

Others were appalling and embarrassing to the Town of Owasco. Water and sewer accounts were not accurately or timely billed, and employee accounting records and software were removed from the town hall.

It was also reported that the supervisor signed blank checks, and unauthorized payments were made to the bookkeeper.

These fiscally irresponsible errors, unlike any financial recommendations made at any other time were grievous and costly to the residents.

The current town board, led by Deputy Supervisor Buchanan has worked together to correct the errors sited in the 2006 Cuddy and Ward audit.

The 2006 audit is available at the town hall. I would encourage our residents to request a copy of the audit and decide for themselves.

YOU are an Owasco Democratic Committee member as is YOUR wife and BROTHER (also a member of Owasco's zoning board) Other Democratic Committee members are as follows per the board of elections: Robert Shaw (town clerk) & WIFE, John Abbott (Member of Owasco's zoning board), Frank Lattimore, Barb Collard, Patrick Doyle (former councilman, deputy supervisor, bookkeeper & water billing clerk) and Mike O'Leary (former supervisor). Your claim that never before has Owasco has such an embarrassing audit, I will not dispute other than to say when has Owasco EVER had an audit, other than 1999 when former councilperson Ken Smith and other residents of the Town demanded one? The I don’t dispute 2006 audit was problematic, yet you did concede in the Citizen article of 10/12/2007 that ‘ both audits shared some problems.” So which is it? Were there or were there not problems prior to 2006? You are also putting an awful lot of blame on ONE person’s shoulders, namely Merrill Badman. Where is YOUR culpability in this? YOU are a Town Board member; YOU have a responsibility to the residents and could have insisted that action be taken immediately after the results of the 2005 audit. Did you do that? NO, instead allowed problems to continue and build in order to have a ‘solid’ platform for your current campaign. That is most assuredly looking out for the best interests of Owasco, right? Additionally, I suggest that you reference your minutes of the January 2006 & 2007 organizational meetings where my appointment was by the unanimous vote of the entire Owasco Town Board. While you are looking at those minutes, perhaps you would care to review your votes on the town attorney position (held previously by John Doyle father of above referenced Patrick Doyle), the Town Historian- voting against Mrs. Auchampaugh, the person YOU voted to replace because of a letter she wrote in 2001 to the newspapers in spite of a petition signed by 359 town residents asking the town board not remove her. You should also look at your vote against Sam Emmi's appointment to the Board of Assessment review. Perhaps because he was a member of OwascoNews? How about your NO votes on the bookkeeper, & code enforcement officer? Who was being partisan up until March 2007 when we needed to put on a new costume for the election? I would encourage people to go to the Towns website and review the minutes for themselves, but sadly, they cannot do so because after May 11, 2006, despite my efforts as the BOARD appointed webpage administrator, I have been refused the minutes for placement on the website. A fact you are aware of as it is noted & requested in every one of my monthly reports to the Town Board. I can fully understand your desire to win the election; I’ve been there. The difference is I do not resort to falsehoods and misleading the public to further my own agenda. Everything I wrote is fully documented and supported and ANYONE can check it for himself or herself. "
