Former buildings and grounds chief admits knowing about illegal activity

The former superintendent of buildings and grounds for Cayuga County may be under federal investigation after he admitted under oath Tuesday that he knew of illegal asbestos removal at the county Board of Elections building.
Ernie DeCaro was giving testimony in a sentencing hearing for John Chick, the suspended Cayuga County worker who has pleaded guilty to illegally removing asbestos from the BOE building in 2006.

The hearing in U.S. District Court in Syracuse was held in an effort to determine the extent of Chick's responsiblity in the crime. No one else has been charged in connection with the asbestos removal, which took place during a boiler replacement project at the county Board of Elections of building.

Chick has argued that he deserves a light sentence, but federal prosecutors have said he has not taken full responsibility for his actions and has been an unreliable witness in their investigation into the case.

The sentencing hearing has been adjourned until Oct. 29.

DeCaro said he knew of Chick's illegal activity and did not stop him. "I didn't want to be the one that turned him in," he said on the stand."

At that point, the judge stopped the hearing and advised DeCaro to retain an attorney.

" The last thing we need is to give up even a semblence of local control in favor of a centralized government at a further removed level. Clean up what you have locally and hang on to those last shreds of self-governance as long as you can. "

" Hey, let's not indict all county workers because of one bad apple. I used to work for Cayuga County before I relocated and found it to be staffed by hard working, honest peoplee. I have worked for a total of four counties in three states and I would rather work for a county anyday than some of our corrupt cities and we won't even go there about state and federal employees! (Doesn't it seem they are paid way too much and are ALWAYS on vacation? "

" I think NY should follow the example of Massachusetts and eliminate the county government. The only thing the county oversees is the county jail. The only elected official is the sherriff who administers the jail. The deputies are jail guards only. The registry of deeds is now operated by the state. The county schools are run by the state now. The only thing not there any more is a bunch of crooked politicians. "

" Makes you wonder just how many more knew about the illegal activites that go on in and around the city that involves city and county employees. "
