Seems odd to have rules against playing at the beach

When I went to Emerson Park today, my friend Luke and I wanted to use our tubes and boogie boards and the lifeguards told us we couldn't and we couldn't play with the sand either. We could've had more fun at the YMCA.
There you can use kickboards and noodles and the swim area is twice as big. I know that you can go out at least two times as far at the beach because my other friend lives down the road and we can go out maybe 50 yards and that's twice as far as the swim area. You can't have fun there (at the Emerson Park Beach); I think you can have more fun at the YMCA.

There were three other boys who were told they couldn't use their fishing net to try and catch minnows. Not using nets, tubes and boogieboards was not on the rule list.

Correct me if I'm wrong but that's what you're supposed to do at a beach: play with sand and use tubes, kickboards, boogie boards and rafts.
