Elease Carrington has been working for more than a year in the Cayuga County Veterans Office. But the county hasn't paid her a dime. Carrington is a member of the federal Green Thumb program, which places unemployed seniors in jobs at local non-profits and pays their salaries.

The city has received a $90,000 boost from the state toward designing a waterfront park along Owasco Outlet. The money will be used to finance final design and construction documents for the park. The waterfront project will now be incorporated into the second phase of downtown revitalization plans.
