Captain: Firefighters feared toxins

NEW YORK - One of three fire officials reassigned this week for failing to order inspections of a contaminated ground zero skyscraper where two firefighters died said Wednesday the department had a longstanding policy not to go into the building because of concerns about the toxic debris inside it.
