The acting director of the Comprehensive Technology Center will not make any major changes in the coming months. But John Kemmer, associate executive director for the New York State Association for Retarded Citizens, CTC's parent organization, said he will spend the next three months assessing the agency's programs and financial condition to attract a new permanent director.
