As welcome - and overdue - as the higher standards are, nothing will happen unless the House goes along and President Bush signs the measure into law. And given the House's record of backing down in the face of pressure from Detroit, there is every reason to fear that the bill will be weakened to suit the auto industry.
Detroit has resisted one government mandate after another, whether it be safety equipment or the environmental benefit of catalytic converters. Each time, the industry turns to its congressional representatives to make the argument that compliance with the new directives would be too costly. And each time foreign competitors embrace the innovations and increase their market share.
