McNeil to pay $22,000 for stealing parking meter funds

SKANEATELES -- A former village police chief agreed Monday to pay $22,000 in restitution for stealing parking meter money while he was in office.
Former Skaneateles Police Chief Jack McNeil avoided jail time by agreeing to restitution. McNeil pleaded guilty in February to grand larceny, defrauding the government and official misconduct.

Chief Assistant District Attorney Patrick Quinn said the prosecution was looking for $27,000.

McNeil will pay $10,000 of the total within three weeks. He will have three years to pay off the remaining amount.

McNeil, who was chief of the Skaneateles Police Department for 20 years before he retired in 2005, admitted stealing the meter money between January 2003 to May 2005.

Authorities began investigating McNeil in July 2005 when the new Skaneateles police chief noticed a substantial change in meter revenues and informed the district attorney's office.

" Just ask the family of Lyn Briggs here in Cortland about how the justice system works if your a cop. Officer Chip Stockton was text messaging on his cell phone while driving drunk and ran Lyn and her friend over as they crossed the street. Lyn did not survive the accident. Officer A. Hole received 6 months in Cortland County Jail under the supervision of his former colleages. The judge justified this sentence because officer A.Hole did not leave the scene of the accident and had been very cooperative throughout this whole ordeal. I wonder if I, as a law abiding, tax paying, honest citizen would have been given the same slap on the wrist for killing another human being. Shame on the judge for insulting Lyn's family and making a mockery of the justice system. "
