To review the proposed settlement:
€ Elimination of Nation's reservation. The Supreme Court has already ruled it is not sovereign. Why re-establish it?
€ No gaming in Cayuga or Seneca counties. Regardless of where in New York state a casino is located, it still is lost to New York state and the U.S. economy at a $2 loss for every $1 the casino returns to the economy.
€ Cayuga and Seneca counties will receive a share of the Nation's revenue from the proposed gaming facility. That still robs Peter (others in the state) to pay Paul (Seneca and Cayuga County). Still a negative factor. Using the ratio above, the $12.8 million becomes a $25.6 million loss to the U.S. economy or an even higher loss.
€ The Nation will agree to a permanent cap on sovereign lands within the counties at 10,000 acres. Who's crazy? It's not one acre now and no sovereignty.
I see no problem with the present fee to trust application.
I would rather die than accept this. It would become a national tragedy that might eliminate the BIA, if our case is refused by the Department of Interior.
