A pair of Fleming town councilmen will try to put the brakes on residential development off of West Lake Road at a Monday meeting.
Gary Searing and John Sroka will present a six-month moratorium on multi-unit residential construction to the board the same night a public hearing is slated for a townhouse development near Owasco Lake. The councilmen are worried about high-density housing near the troubled water source and the precedent the development could set.
“It's just asking the board to take a pause because of the long-range consequences of this decision,” Sroka said.
Thomas and Christine Izzo plan to convert the five-acre West Lake Road Mobile Home Park into a six-building, 23-unit townhouse community called Mallards Crossing. The town planning board is reviewing another proposal to subdivide 15 acres for single-family homes on a neighboring plot.
“We're trying to preserve the lifestyle we have up here,” said Searing, who lives a few miles down the road from where Mallards Crossing is proposed.
Single-home projects would not be affected. Searing said the moratorium is nothing personal, just an opportunity to adjust zoning code in the town's lake district that essentially runs the length of West Lake Road.
“We're not picking on the developers, we just don't like the way things are going,” Searing said.
Town Supervisor James Young reserved comment on the moratorium until the meeting, but did point out the planning process is intended to be a safeguard for the town.
“I think the mechanisms we have in place are more than adequate to address their concerns,” Young said.
Town councilors, who must grant final approval for projects in the planned development district, can order adjustments to plans before work can move forward.
If the board approves the moratorium, Searing would like to revert minimum lot sizes in the lake district to pre-2005 levels of about 22,000 square feet. The revised code adopted two years ago allows minimum lot sizes of 10,000 square feet.
The public hearing on Mallards Crossing is scheduled to precede the regular town board meeting 7:30 p.m. Monday at Fleming Town Hall.
