Sex offender to face more charges

As he was being arraigned on other charges, a man was arrested by Auburn police on charges he violated sex offender regulations.
APD arrested Thomas J. Dolan, 25, at city court Monday.

The level 3 sex offender was charged with failing to register as an offender with local police.

Officer Andrew Skardinski, who monitors sex offenders in Auburn, found Dolan no longer lived at his last known address, 915 James St. in Syracuse.

Dolan was convicted of raping a 13-year-old girl in 2002 and is facing charges in Syracuse for violating his sex offender registry terms.

Officers arrested Dolan Saturday on charges of fifth-degree criminal possession of stolen property at 46 Elizabeth St. Apt 1, where Nicole M. Hurd, 18, was also accused of possessing stolen jewelry.

APD charged Hurd with petit larceny after she admitted to taking a package that contained the jewelry from the front porch of the building. She was released on an appearance ticket.

Dolan is being held on $1,500 cash, $3,000 bond bail at the Cayuga County Jail. Syracuse Police have a warrant for Dolan's arrest.

He was also arrested by Auburn Police in July for violating sex offender requirements for viewing a popular social networking site on a public computer.

" If he was convicted in 2002 why was he released? Very good question. There is no doubt this man is a predator and was intent on identifying another victim. We need to contact our representatives and insist that all sexual offenders receive life sentences with an option for conditional release. Those conditions, such as registering, continuous monitoring (probation officer, ankle monitors, for example), and not being allowed near kids (in person or by computer) would need to be firm, enforceable, and be prejudicial in favor of protecting kids. If they violate the conditions they don't go to trial - they return to prison with no additional chances at parole or release. We need to quit meting out justice to predators and lower the boom - the very first time - and keep it there. There is no such thing as a 'former child molestor'. "
