Palesh picks new chief

Choosing years of leadership over test scores, City Manager Mark Palesh has appointed a former Auburn firefighter to head the city's fire department.
Charles Michael Hammon, who goes by Mike and had left for a Western New York fire department, will return and become chief, with an annual salary of $73,600.

The Batavia Fire Department captain will head the department starting Wednesday. An employee in the Batavia Bureau of Personnel said his start date was Nov. 15, 1999. As of Monday afternoon, she hadn't received notice so he was still an employee. His salary is $62,285.

Hammon left the AFD to work as a deputy chief in Batavia. Later, he was downgraded to captain because of budget cuts. He served as a lieutenant and training officer for the AFD from May 1987 to November 1999.

Messages left on his mobile phone were not returned Monday.

Hammon will serve as provisional chief until he takes the promotional exam in November, at which point he must earn a top three score to remain chief permanently.

This situation led to a conundrum for Palesh. The fire chief, like all Auburn department heads, has to live within city limits, so the manager had the difficult task of finding someone willing to move their family only to face the possibility of losing the job in seven months.

Last fall, Mayor Timothy Lattimore and then Interim City Manager Michael Long tried to bring Hammon aboard as either chief or public safety commissioner, but ran into complications from the Auburn Civil Service Commission.

Long told Palesh about Hammon, who then interviewed him.

Palesh said he didn't look at the exam scores alone. Besides the civil service tests, he posed essay questions to gauge the candidates' reactions to a variety of situations.

Per civil service guidelines, he first interviewed the two internal candidates who passed the exam and showed interest in the job. He faced a dilemma because both candidates were captains with limited experience leading a department.

“Should I turn over the 70 people in the department to people who haven't had that seasoning yet,” Palesh asked.

The firefighters union pressured the civil commission to lower requirements for the fire chief exam so assistant chiefs and captains could take the test no matter how long they have worked at the department, Palesh said..

“To turn a 70-officer department over to someone with only months of command experience would have jeopardized the safety of the department and the citizens of Auburn,” he said.

The manager also approved of Hammon's ideas on how to make the department more efficient. The city wants to look at issues such as how to avoid overtime when one person gets sick, how old and worn the equipment is, the possibility of regionalizing the department with surrounding towns and villages, and upgrading the emergency medical technicians to paramedic status.

Lattimore previously hinted at exploring launching an ambulance service from the department. However, the city is contracted with TLC's ambulance service until 2008.

“Residents are happy with the fire department's service, they just want it cheaper,” Palesh said.

" One of the best ways to gauge the selection of a boss for union workers is the response from the ranks. Negative responses (like those being posted)is a tell tale sign of a GOOD choice. They realize they'll be accountable with Chief Hammon and that alone should make the taxpayers happy. "

" He's not an outsider. He was on the AFD. He not one of the good old boys currently on the Fire Dept. Mike will do good. He is very intellegent and will not put up with the boy's whining. "

" Let me see if I can see the furure. Hammon doesn't make the grade, they change the title from "Fire Chief" to "Public Safety Commish". Hammon meets the requirements for the Commish. You really have to give Timmy credit..he may have flunked at everything else in life, but he has a Ph.D. in politics. "

" Kudos to Mr. Palesh for making the right choice regarding the AFD Fire Chief position. Mr. Hammond's experience in Batavia and with the City of Auburn will prove invaluable for cost-cutting measures and any future restructuring efforts. His leadership is sorely needed in the fire department. "

CONFIDENCE wrote on May 1, 2007 4:38 PM:

" The city is going with a person that they have confidence in. Not a new person, but a person who has been around a few Auburn blocks so-to-speak. That decision is a solid one and should be considered as a thought out one. The man passes the test---he stays as boss,---he does not finish in the top three,---he will become a standard worker. "

Living in never never land wrote on May 1, 2007 1:55 PM:

" Palesh and lattimore must think their in never never land and the residents of Auburn are stupid. We won't raise your taxes, but raise fees for other services duh. Now we have two qualified Capts. for fire chief but hire outside the city. I quote Mr. Palesh " I had the diffcult task of finding someone willing to move their family only to face the possibilty of losing the job in seven months" Mr. palesh, you should give up your managers job and go to work a disney land. You might be able to fool the kids. "

" Hammon better get to work. He only has 7 moths. This is a great move by Payless, bring a guy in then give him a test he can't pass to keep his job. Logical. Do I see another 8-1 vote of no confidence heading the city managers way. "

maybe a change is good wrote on May 1, 2007 1:20 PM:

" Living in the City of Auburn all my life. And working for the City of Auburn. I can say maybe a outsider would be good for the fire department. The members of the city fire department should go and read the book "Who Move The Cheese". Times have changed people we cann't run a business like we did 10 years ago. And the fire department should be run like a business. NOT A GOOD OLD BOYS CLUB like the union wants. Mike Hammon is a good leader and with the help of the city manager and mayor should turn this department around. And by the way, I have found out that the City of Auburn firefighters are one of the highest paid per 1000 people in the state. Maybe the union will need to earn there pay now. "
