AFD chief may come from outside

AUBURN - The city Civil Service Commission on Friday adopted minimum requirements that will allow for an open competitive exam for the vacant fire chief position, a move that could lead to hiring a person from outside the Auburn Fire Department.
Commissioners voted 2-1 to adopt a minimum requirement stating that the examination be open to deputy chiefs, assistant fire chiefs and captains who have or previously held permanently paid positions with a fire department.

The test is tentatively scheduled for November.

Commissioner John Brennan opposed the requirement, suggesting that they follow the state's model that opens the test to assistant fire chiefs with two years experience or fire captains with four years experience.

“We don't have a minimum qualification for open competitive exams for fire chiefs now, we never had,” Brennan said.

City Manager Mark Palesh requested the commission create the qualifications because as of now only two candidates, Capts. Joseph Morabito and Jeffrey Dygert, remain on a promotional list from within the AFD. Palesh can look beyond these candidates and hire a provisional candidate as long as he interviews these two fire department employees first.

The city manager has 30 days from receiving the commission's list of eligible applicants to make an appointment.

Mark Palesh already interviewed the two internal candidates.

Until November, the next step for the city may be to hire a provisional chief who would have to take the test in November and have one of the top three scores in order to remain in the chief's position.

“We've been asked to give an open-competitive exam. We're trying to be fair on both sides,” Brennan said.

The approved requirements use almost the same wording in the promotional exam requirements in an effort to keep a level playing field, commissioners said.

Dygert suggested that when the open-competitive exam is offered, another promotional exam should also be given to firefighters wishing to take both exams.

" What happened to Civil Service Law??? Unless the city's civil service law is different from the state's civil service law- you must exhaust the current Chief's list before you can consider going outside to hire a new fire chief. Why does another exam have to be held???? Hey, Jerry, maybe the state should hire hire outside the ranks to fill your job. And that, too, is obvious!!!! "

" Dear Lemmings, when you order a person to enter a life-threatening situation, you had better have their complete trust and loyalty. This is not like "Jimmy's" job (Making Big Macs I would guess)or "Yeah's"(I'm sure his cowardly commentary qualifies him as a potential true hero). " There is no reason either Capt. Dygert or Capt. Morabito, the 2 on the list shouldn't be hired. They are both highly qualified and respected by the Fire Department and NYS Fire Services. You couldn't ask for 2 finer individuals. It's too bad that back door politics strikes again. I hope the council is happy with their new choice of Manager - My way or no way. And we the taxpayers will be left with the mess once he's done doing his damage and moves on, as you know he has no vested interest in Auburn. "

" What is going on with this city anyway? You have Auburn residents who are currently working for the AUBURN FIRE DEPT and who have passed the required Civil Service tests. And you have 4 candidates who have scored 80 and above and 2 of these - Jeff Dygert and Mark Fritz - had scores of 96 and 92. In addition, these guys busted their chops to get where they are, so that hopefully one day, they would become a Fire Chief. What, pray tell, do these guys need to do - besides suck up to the city administration - to become a Fire Chief? What's the use of working hard, studying long hours and scoring high on these tests if in midstream the rules are changed to accomodate someone who is NOT a city resident and has no ties to this community, except for a fat pay check, compliments of the 'gracious' City of Auburn. I'm sure that the Auburn Fire Dept. wants to thank the City of Auburn very much for another poke in the eye and for their unending confidence in the AFD qualified candidates. "

" I agree with "Jimmy". Also, you fire fighters and your union contract have ripped off the city long enough. Looks like this one won't go your way. Fire fighters, though important, are not irreplaceable and are not the be-all and end-all. Take it or leave it. There is always someone else to fill your boots. "

The city fathers say if you want to work for the city of Auburn, you must live in the city, but when promotion time comes, we will hire from outside the city. The new city manager has the same attitude as the mayor and city council don't do as i do,but do as i say, Mr Palesh, your contract says you should a permament residence in the city, how long does a motel count. "

GROW UP, in the private sector employees have no say in where a supervisor is hired from but deal with it. If you can't deal with it and it effects your job, quit and move on. "

" Being in the governmental sector for many years, I have seen requirements altered for candidates of choice. Does the city civil service commission already have someone in mind for the position, and that is the reason for the requirement change? If the internal candidates were already "interviewed," was the interview conducted by a committee and a recommendation given or did the lone city manager interview them? Who else but those on a committee would know these candidates best? Auburn has not changed one bit over the years, and its political strategies are as blatant as ever! "
