Council could be off the air

The city council may switch to an alternating meeting schedule that could leave television viewers to chose between going to city hall each Thursday night or skipping every other meeting.
If City Manager Mark Palesh's proposal gets the go-ahead, the month's first and third meetings would be work sessions and the second and fourth would be regular meetings.

The council would conduct the work sessions in the third floor training room and regular business meetings in chambers.

Only the meetings in the chamber are broadcast on the public access channel.

Councilor David Dempsey doesn't have “strong feelings” about the council schedule, but wants reviewers to see their work session at home.

City Clerk Debra McCormick occasionally receives requests for video copies of the council meetings.

The council met under this schedule years ago, McCormick added. She suggested the informal set up is more conducive to conversation and discussion.

This isn't the first time the council switched over from taping each week to two times a month either. In February 2001, the council went to the same schedule it may go to again,

At that time, the meeting had only been telecast for a 1.5 years.

Dempsey hopes the work sessions, conducted in a smaller and informal training room rather than city hall chambers, will help the five-member council boost productivity. Councilors are facing major issues, such as the not-so distant budget season, the question of hiring a steward for Owasco Lake, other current water woes, the upcoming landfill expansion and the restructuring “that still hasn't been done in the past two years but there's been a lot of talk about it.”

Dempsey stressed the need to remain open to the public, including the residents who fire up their television instead of attending the meetings.

“I get approached daily and they almost always say 'I saw the meeting last night on TV' or 'I caught the council meeting last night on television' ... It's a way for them to stay in touch with their government,” Dempsey said.

However, the public is welcome to attend all meetings, work session or otherwise.

" I have high hopes for this city manager. But I strongly disagree with taking the meetings off the air. Considering the problems this city is facing, ALL residents have a right and deserve to know what is going on at city hall. "

" are OPEN to the Public. I agree with the posts that say the Agendas and meeting minutes need to be posted to the city website within the 2 week period. The public will be looking for ways to keep informed. The website is the place to do it. "

" To: Bring on the Bluejeans. Although I agree with most of your post, I humbly disagree with the part about rolling up the sleeves. You never know if a tattoo or two could be exposed and offend somebody in the audience. We wouldn't want another frivolous lawsuit in which the city taxpayers would have to pay the legal fees. "

" Mary Lou - I am behind you 100%. You have every right to speak your mind. What happened to your child was wrong and I hope and pray that my family never has to experience anything like that. Even though there are some that may put you down, there are plenty of people who support you. Please stay strong and loud! "

" If the council would address the problem with a certain officer who abuses his power and children, maybe I wouldn't be there week after week. Until then, get used to me because I'm not going anywheres and I don't care what Dennis or anyone else thinks. When your child comes home looking like mine did then you have the right to judge me. Opinions from people who are afraid to use their names... means nothing. Have a good one. "

" Anything that keeps me from having to watch that Picciano woman rant and rave every week with the same pointless drivel is a welcome change. "

Bring On The Bluejeans wrote on Mar 5, 2007 1:00 PM:

" I believe that our councilman should put on bluejeans, row up their sleeves, have a glass on unsweet tea nearby, and work within the workshop arena. Yes, post the agenda and the minutes, and let them workout the problems in a more unedited atmosphere. From there, the Council Meetings where decisions will be debated and voted on will be made. There is no secret agreement being made because the door is open to the public at all times, minutes are being kept, and the business at hand is being worked on. So, bring on the change because the fact remains as BUSINESS AS USUAL. "

" demonstrated their ability to televise meetings help in the upstairs conference room last year during budget meetings. This is just a veiled attempt to exclude the public the right to participate in their local government and those in charge should be called on the carpet for it. "

City Manager/Mayor/Council wrote on Mar 5, 2007 11:59 AM:

" Should make it a point then, with 2 work meetings per month to keep the public apprised via use of the City Website by posting meeting minutes TIMELY!!!! State Law requires meeting minutes to be available, even in Draft form 2 weeks after any public meeting, EVEN prior to an approval. Meeting Agendas and Meeting Minutes should be posted to the posted especially if not being televised. Communication to the public is paramount. "
