Compromise needed on West Barrier Bar

Wednesday, February 28, 2007 9:25 AM EST

We're encouraged to see a new proposal to address long-standing problems at West Barrier Bar, and we hope a compromise can be reached as to exactly what should be done with the land.
The 14-acres of land near Little Sodus Bay on Lake Ontario have been both a blessing and curse for area residents for years.

The lakeside property has immeasurable value as a place for picnicking, fishing and other recreation but is also a favorite clandestine party spot for young people. Sporadic vandalism has thwarted efforts to keep workable restrooms at the park and visitors and neighbors have long complained about broken beer bottles on the grounds and cars speeding along the access road.

The property was deeded to Cayuga County by the state in 1988 with the understanding the land would be maintained as a public park, but county and local officials have complained for years that a lack of maintenance and security have made the park a place few families would want to visit.

Now, a committee made up of people from Sterling and the village of Fair Haven wants the county to begin turning over ownership of the park to the smaller municipalities.

Under the proposed plan, the town and village would manage the land and share the cost of trail improvements and signage. A part-time park steward would monitor the area for rowdy behavior and also help keep the park clean.

A 2005 proposal by an Oswego developer to build homes on the land met with strong disapproval, but even some of the people who have been most vocal about keeping major construction out of West Barrier Bar would still like to see more brush cleared and restrooms installed. Others would rather the property be kept in a more primitive state of natural beauty.

We're hopeful a compromise can be reached and that the park can become a clean and safe place to visit.

" part of the agreement between the county and the state was to continue to allow free access for fishermen and the federal breakwall is still the reason there's a barrier bar there today "

" so how could anyone think they could procure sound structural buildings on this small piece of land if it was in fact man made? I don't see why the DEC doesn't patrol that area more especially because there are so many people fishing down there all the time. "

" the barrier was created in the ealy 1850-60's by the federal gov. when they were the first to build a breakwall there and it's still there ,and there has been as many as 4 rv's parked already by the marina ,The bar is there because it is accreated land around the breakwall "

" No one is discussing barring anyone from using the property...it is a dump someone does need to take charge and clean it up...and anyone who thinks that piece of property could become a housing development is crazy. There is not enough room for an RV let alone a house. ? if anyone knows. My family has lived in fair haven for 3 generations, my mother told me that she believes the west side barrier was man made by the army corp of engineers in the 1950's. Does anyone know if this is accurate? "

" I used to like going up there to fish in one of the littel alcoves. But since the State turned it over the County, it is a dump with no supervision and nothing but drunken kids. It is no longer safe for a person to go up there just to relax and fish in peace and quiet. Whoever takes over needs to simply keep it clean and provide security. "

" it all depends on who you are -some of the people that want to controll the park have never been there .Just as long as it's not one group that gets in and another that's barred does matter ,it's the moneyed set that wants to control the access to there water in my view -I've heard that more than once in the area "
