Congress should use its leverage to stop Iraq war

Apparently, George W. Bush believes with all his heart, all his mind, all his soul, and all his strength that God wanted him to order our invasion of Iraq.
Remember, he said he did not consult his dad, but consulted a higher father before giving the order. Therefore, any arguments of mere mortals to the contrary, Dubya believes he must stay the course. The Decider has decided, and that is that.

The only leverage Congress really has involves funding. Is it possible that funding for further involvement in Iraq could be contingent upon the administration pursuing any and all diplomatic channels, as recommended by the Baker-Hamilton Bi-partisan Commission on Iraq?
