Ex-chief to repay meter money

Former Skaneateles Police Chief Jack McNeil avoided jail time but must pay back every quarter he stole from parking meters in the village of Skaneateles.
On Thursday morning, McNeil, of 86 W. Genesee St., Skaneateles, pleaded guilty before Judge William Walsh in Onondaga County Court for stealing parking meter money from the village from January 2003 to May 2005, said Patrick Quinn, Onondaga County chief district attorney.

McNeil's indictment states that he stole a little less than $27,000 but Quinn said he confessed to stealing only about $3,000.

Quinn and McNeil's Syracuse attorney, Emil Rossi, will try to determine an exact figure next week.

The former police chief pleaded guilty to a felony charge of third-degree grand larceny and the misdemeanors of defrauding the government and official misconduct. He was sentenced to a three-year conditional discharge and must pay restitution to the village.

McNeil joined the Skaneateles village police force in 1970 and became chief in 1984. He retired in May 2005.

" These people should be held more accountable then ordinary citizens.They took an oath to uphold the law and then knowingly break it, disgusting!! And as far as good people...maybe you should think about that if your house ever gets broke into...bottom line ...he is a CRIMINAL!!!! "

" Stealing parking meter money while a public official is pitiful. Ask yourself this - if the perpetrator was an average person, do think a judge would let him/her off with a slap on the wrist? Not likely. There are two tiers of justice in this country, unfortunately. "

" This is disgusting, there should be mandatory jail time for public servants that rip off the public. There seems to be an increase in the number of public servants getting caught. I think it has always been there, but with technology now days it's getting much easier to catch them. "

" Not only is it true, but everyone (County Government officials) knew about it for YEARS!! Of course they seem like good people. Just like the serial killer's neighbors always say, "Seemed like a nice, quiet guy--kept to himself." Look around--most people don't run around with a sign on their forehead that says "CRIMINAL!" "
