Legislator calls for county developer

AUBURN - Five years ago a Cornell University study showed that $78 million of purchases by Cayuga County residents occurred out of the county, a county lawmaker said Monday night.
County Planning and Economic Development Committee members discussed ways to promote economic development and how to bring the revenue back into the county during Monday night's meeting.

Committee Chair Dan Schuster, D-Auburn, presented his 2007 Committee Work Plan to members with its first objective to create an economic development planner position for the county. Committee members discussed the importance of economic development and decided that creating a job description and planning funding and hiring for the position as one of the plan's top priorities.

“We're ready to market, we need someone to market us,” said Michele Sedor, D-Sennett. “But right now there's no united front and we can't afford to market ourselves. We can't afford not to have this position.”

Members supported the idea of creating the position and agreed that it must be considered with careful planning but must move forward. If considered, the position must be something that is budgeted every year, Schuster said.

“We need to be careful how we do this. Everyone has to be able to buy into this and let the person do the job,” Schuster said.

County Planning Director Steve Lynch presented examples of how this position is structured in other parts of the state.

“Expansion and retention of current businesses is what most economic development positions focus on,” Lynch said.

Peter Tortorici, R-Auburn, said that the city hopes to see the county move forward with the position and suggested the county review prior plans to create a joint city and county planner.

“We need to use every tool in the box to move forward with this position,” Tortorici said.

" I am so sick of hearing about economic development and the creation of new jobs when this county is so overtaxed its pathetic. First of all not one county legislature has done anything to develop or cause to develop the lake or county land surrounding the lake and the outlet. But now that there's a problem with lake contamination we need to create a new postion to monitor what the DEC and Federal government should have been doing for years. It has not been a secret that some farms and septic systems have been leaching into the watershed and lake. What has anybody done....absolutely nothing... They will tell you that the Public Health Code gives Auburn and Owasco the responsibility with protecting our lake. While this is true the State DEC is obligated by law to protect our lakes. Mark my words once this inspector is hired, he will cite violators and we will be hiring more County staff to enforce these violations. Again it comes down to correcting a serious problem with County funds instead of the State DEC. Environmental Police can investigate charge and arrest violators the Lake inspector can issue a health violation notice. This is not rocket science! "

" position? For what? The County has a development director already with a staff. The City has a 7 person Development staff. This county needs this position like we need the return of the crows. Spend our taxpayer dollars once again. This has gotten out of hand. I'd ask, what are the other ideas in you plan beyond creating another taxpayer drain? I don't know how you can even suggest creating a position without disclosing anything beyond that. "

" Although I agree the County needs someone for economic planning, they had someone...Jon Christopher courtesy of Senator Nozzolio and grant money, and no one saw fit to continue his position and salary...why are we always a day late and a dollar short? Now we have another opportunity...Owasco Watershed Inspector, a resource that is so important even to those that do not use Owasco as their primary water source. The County needs to look at the big picture...economic development, protecting the watershed. We need visionaries. "
