A little smoke, a couple mirrors and tightening belts all around are all part of the strategy county lawmakers hope will make the 2002 Cayuga County budget end up in the black. The money saved by the delay will go back into the salaries' adjustment account until the $210,000 is repaid. Usually the department that goes without the employee would keep any money saved within that department's budget.
