A little smoke, a couple mirrors and tightening belts all around are all part of the strategy county lawmakers hope will make the 2002 Cayuga County budget end up in the black. As they crafted this year's spending plan, county legislators took $210,000 out of an account set aside to cover the settlement of negotiations with two unions or pay for new positions in order to lower the total budget and the tax levy. They want to put the money back before they need it to cover payrolls.

"It's pretty straightforward," said new Legislature Chairman Ray Lockwood. "We took out $210,000 to reflect a lower budget." To pay it back the county will delay, for as long as possible, filling any positions that open up, he said. The money saved by the delay will go back into the salaries' adjustment account until the $210,000 is repaid. Usually the department that goes without the employee would keep any money saved within that department's budget.
