Money didn't always prevail

Cayuga County Sheriff-elect Dave Gould defeated incumbent Rob Outhouse last month despite spending considerably less on his campaign, according to the latest finance reports filed with the state Board of Elections.
Records filed over the past year, including a post-election report that was due Monday, showed Outhouse spent $115,231 from July 2005 on the campaign. Gould spent $67,859 during the same time frame.

Records showed Outhouse saved a considerable chunk of his spending until the final weeks of the campaign. He reported expenses of $34,288.25 between the 11-day pre-election filing and the 27-day post-election report. During that same time frame, Gould spent $3,786.

Outhouse also spent every penny raised, reporting a $0 balance. Gould's campaign had a $493.20 balance.

In another high-profile countywide race, winning Cayuga County judge candidate Thomas Leone, currently corporation counsel for the city of Auburn, spent $20,874 over the final days of his campaign. Total campaign spending reached $68,389.41.

The latest records for his opponent, Cayuga County District Attorney James Vargason, were not posted on the Board of Elections Web site. Through his 11-day pre-election filing, Vargason had spent $55,674.

The most expensive local campaign, by far, was the race for the 49th state Senate seat, which was retained by David Valesky. Challenger Jeff Brown spent $1,625,016 over the past year, compared with $895,898 for Valesky.

Both candidates also spent big in the final days of the campaign. Valesky reported expenses of $291,909 while Brown racked up $349,399 in spending.

On the opposite end of the spending spectrum was the race for the 123rd state Assembly seat. Incumbent Gary Finch held onto his seat after spending $61,358, though more than half of that total came prior to July. His challenger, Barbara Abbott King, spent $2,382 as of her 11-day pre-election report. A post-election report was not posted to the state Board of Elections.

Finch has the largest campaign balance of local candidates reporting as of Monday, with $20,480 still on hand.
