A few barks from puppy shouldn't upset neighbors

Just hoping someone will please clarify as to what is normal or too much barking from neighbors' dogs?
If a puppy barks no more than five to seven times in a row in less then five minutes, then not again for a few hours and then barks a few more times and is never left outside alone - is this too much?

Should neighbors yell curse words over a fence at you for every few barks? This rarely happens but has happened past 9:30 p.m., but the puppy is always in the house then.

But being close, that is understandable complaining, and I surely am sorry when it happens, but it can at times happen at night.

To someone who has no children or animals, it may seem like a long time and too much barking, but is it really? Just how much barking and for how long is really too much?

Just hoping someone will clarify for all of us responsible animal owners as to what is really too much, and what is just part of being in a neighborhood.

Some people will complain if they were hung with a new rope. Tied up all day and night is not good for a dog. They are social. They want to be with the "pack" Being the people they live with.
