Cayuga County legislators passed a resolution to sign a contract with a company that will write specifications for procedures to properly remove asbestos from county-owned buildings.
On Monday night, county legislators passed a resolution 12-3 in compliance to a Notice of Violation from the Department of Labor, cited at the end of July, to immediately complete certain asbestos abatement and air-monitoring procedures.
Legislators chose Geomatrix of Liverpool to perform the first of a series of steps to properly remove asbestos. Assessments will cost $10,150.
Fred Westphal, county attorney, explained that the Geomatrix bid is in the county's ballpark price and will conduct precise testing to come up with prices to give to asbestos abatement companies.
“We're acting in a very timely manner,” Legislative Chairman George Fearon said. “If we don't, it will not send a good signal to people looking at us.”
Michelle Sedor, D-Sennett, who opposed the resolution, said that more time was needed to discuss and look at the three bids.
“I don't think agencies will look at us unfavorably,” Sedor said.
“It will look like we are rushing it. It's the first time I've seen this bid.”
David Pappert, R-Auburn, and Steve Netti, R-Auburn, also voted against the resolution.
“I'm very concerned that what we do is in exact compliance with what the agencies want. It concerns me we're not going through the bidding,” Pappert said.
“What expertise do we have on this in house?”
The usual county bidding policy was waived because of the county's emergency situation, Westphal said.
Geomatrix will conduct a scope of services and air monitoring studies.
The company will formulate what asbestos abatement is necessary to remove it.
“We won't move forward with the abatement until the DEC, EPA and Department of Labor review and comment on the scope of services,” Westphal said.
