Suggestions sought for keeping dogs quiet

What does it take to have your neighbors keep their dogs quiet? How many times should you ask them to please do something to stop their dogs from barking morning, noon, and night? I understand it is only natural for a dog to bark but, it gets annoying when you are trying to sit out in your yard and enjoy the weather when the dogs around you bark non-stop. What can be done about that?
