County considers offender laws

AUBURN - The Cayuga County Public Safety Committee is looking at the possibility of creating two local laws concerning convicted sex offenders.
One establishes residency and proximity restrictions for sex offenders who have committed criminal offenses against minors; the other would make the sheriff responsible for notifying vulnerable populations about the locations of all Level 2 and 3 offenders.

The residency local law would prohibit sex offenders from living or entering within a 500-foot radius of public or private nursery schools, playgrounds or other areas where minors congregate.

Legislator David Pappert, R-Auburn, is hoping that the laws could go up for a public hearing as soon as the November Legislature meeting.

"We need to do what limited things we can do as a county to protect these kids," Pappert said, noting that he is displeased with what he views as slow progress for such legislation at the state level.

Pappert recognized that there would be resistance by some members of the community to the new measures.

"We're trying to make the size small enough so as not to ban (sex offenders) from the community," Pappert said. "We're trying to take a reasonable approach."
