Wisconsin Gov. Jim Doyle said he doesn't want his state to be known as the place where people can legally shoot cats.
However, some Wisconsin residents feel differently. In April, at Wisconsin Conservation Congress meetings across the state, they voted 6,830 to 5,201 to support legalizing hunting wild cats.
Supporters feel that feral cats - defined as those not under the owner's direct control or wandering by itself without a collar - are an invasive species that hurt the state's wildlife.
In New York state, the agriculture and markets law prohibits the intentional killing or causing serious physical injury to a companion animal with aggravated cruelty and no justifiable purpose. Wisconsin needs to address feral cats in order to protect its songbird population. However, violently hunting feral cats, and sometimes people's pets, is far from the humane solution.

But in the case of people who make amphetamines, quite simply, they are felons in all but state law, and that law should reflect that inescapable fact.
